Parliament
Parliament bears the legislative responsibilities of the federal government. The House of Ministers (the lower house) has members proportional to the populations of the Viceroyalties, but the House of Lords (the upper house) represents them equally. Parliament came into being in 1996 as a means to maintain the unity of the Empire as many citizens, particularly those in the Viceroyalty of Chris, chafed under Diking's previously feudal system of government.
