While the Emperor is Commander-in-Chief of all Federal forces, the Secretary of Defense oversees the day-to-day operations of the Defense Department and serves as a military advisor to the Emperor. The Military Services Like most nations, Diking groups its military forces into services according to area of operation and general task. Each service is headed by a Chief-of-Staff, who is the highest-ranking officer in that service and works closely with the Secretary of Defense to coordinate the Department's activities.
